Bill C-9 – An Act to amend the Criminal Code (hate propaganda, hate crime and access to religious or cultural places)
The Canadian Constitution Foundation (CCF) writes…The Carney government’s so-called “Combatting Hate Act” would make sweeping changes to Canada’s hate speech and hate crime laws. While prejudice and discrimination should be condemned, the proposed law gives the government new power to subjectively determine which words and ideas are acceptable – a direct threat to the Charter right to freedom of expression.
May 2026 Update
C-9 is still in the Senate. Senators are mixed on whether or not C-9 has the right approach. No amendments have been tabled yet. One Senator suggested that the Attorney General consent clause should be removed so that it is easier to prosecute. We need to keep contacting Senators…Records show phone calls to senators have been slowing down — this is understandable given how long this has gone on, but the calling still has value. It’s the most powerful action you can take.
