The Toronto Star is a corporation. Someone approved the cover and its contents. They need to be held accountable. This is a tweet from someone, yet the Toronto Star thought it was appropriate to print it on their front page.

Promoting & inciting hatred is an offense in Canada.
Complaints can be filed, about this article and the one in The Star. Re: Section 319(2): Promoting hatred—makes it an offence to willfully promote hatred against any identifiable group, by making statements (other than in private conversation). The Crown prosecutor can proceed either by indictment or by summary process. The maximum penalty is imprisonment of not more than two years.
Police Officers of the Hate Crime Unit can be reached through Intelligence Services at 416-808-3500. I have heard that this may not be useful, UNLESS, you live in that area. but always worth a try.
